The layers of the rules keep building, now we have the definitions used to determine the right of way boat and the general limitations. Part 3 of the rules allow a boat to take mark-room and be exonerated of obligations breaking certain rules when she is taking mark-room. If she is right of way she can also use some of those rules to sail a tactical course, but she doesn’t get exoneration if she is taking more than mark-room to make a tactical rounding with her right of way powers.
